Dear fellow student I can't see who you are so I hope this gets to you. This is a library. Incessant tapping on tables is not appreciated. Please stop it.
Sincerely,
someone who is actually trying to work

Dear Noise Police:
Pretty sure tapping a table is not going to cause you serious ear damage. If the librarian isn't glaring, it's not a crime.
So deal with it.

Dear person who I’m beginning to lose patience with, No, it’s not going to damage my hearing. It is however stopping me from finishing this essay. I actually want to get on with my education unlike you who seems to think the library is a place to make noise rather than a place to study. If you want to tap tables do it in your common room. I assume you are a pesky Gryffindor intent on causing mischief?
Sincerely,
The noise police!

Dear Noise Police:
Yeah, you know what's keeping me from finishing my essay? Having to write these notes. If you tuned it out and got back to work, things would be fine. I NEED to tap- it's the only thing that helps me keep focused on a deadline.
I'll stop when I'm done with the assignment- just for you.
And, no, not a Gryffindor. Not causing trouble. You're just a butt head who can't let other people work. Gosh. So insensitive.

Yes it is too loud, You have issues.
But you can tap, tap away in your common room. I’m sure it won’t be too hard for you to find your way back there. I on the other hand can finish my essay whilst writing notes so I shall continue to pester you until you stop or leave because you writing notes means that you’re not tapping! I NEED silence.
I’m insensitive? Seriously? You do have issues. I was working just fine until you came along. So that in fact makes you the insensitive one. I’ll ask you nicely one last time. PLEASE STOP.
